Special Townships a need for Kolhapur city..

The city limits issue and the affordable housing scarcity in Kolhapur city can be resolved by developing mega-township projects under the special townships policy act of the Maharashtra government. According to the act a special township must have minimum of 100acres area, they should provide basic infrastructure like roads, street lighting, water supply, power supply, waste water treatment, at least 20% of the total area as Park/Garden/Playground and other public amenities like schools,hospitals,cemetery/cremation ground, bus station, fire brigade station, garbage disposal systems, police station, bus station and other public utilities as per development & should be managed and maintained by the developers. In short a private and better management  compared to the Municipal corporation management and hence reducing the load on the Maharashtra government and the local corporation (KMC). The developers are given many concessions according to the policy, some of them are stated below
SPECIAL Township Policy - concessions given to the developer:

The Government of India has announced its policy to permit 100% foreign direct investment (FDI) for the development of integrated townships. In order to encourage private investment in the housing sector and to facilitate housing at affordable prices, the following incentives will be available for projects under the Special Township Area:
i) Non-agriculture permission will be automatic.
ii) Exemption from Urban Land (Ceiling and Regulation) Act, 1976.
iii) Government land falling under township area shall be leased out to the developer at the current market rate.
iv) The condition that only agriculturist will be eligible to buy agriculture land shall not be applicable in Special Township Areas.
v) There shall be no ceiling limit for holding agriculture land to be purchased by the owner/developer for such project.
vi) There will be floating FSI in the township. Unused FSI of one plot can be used anywhere in the whole township.
vii) The stamp duty rates applicable in the Special Township area shall be 50% of prevailing rates.
viii) A Special Township Project shall be partially exempted from payment of scrutiny fee for processing the development proposal.
ix) 50% concession in payment of development charge.
x) Development of basic infrastructure and amenities.

City Limits - Major Reason For Poor Kolhapur Infrastructure

The Kolhapur city limits have not expanded since 1947, the time when it became a municipal corporation and due to this the population growth doesn't show significant rise comparing to 2001, but the city has population density of 8400 per km2 which is higher than state as well as district density and one of the highest in maharashtra after Mumbai & Pune. The large population density has lead to scarcity in land and property rates have gained dizzy heights.According to my knowledge almost all the projects going on in the city are ranging within 2800-4500 per sq ft, this means that a 1BHK flat cost of about 560 super builtup area cost you about 17lakhs(excluding the vat,registration,maintenance..etc etc) This means you pay about 20lakhs for a 1BHK within city limits & other issue is that many developers target only on 2 & 3BHK's ,you will hardly find any new 1BHK in areas like tarabai park, nagala park, ruikar colony, devkar panand etc
Where will a common middle class man find his house in such condition??If he moves out of the city he wont get the adequate facilities provided by the KMC  due to the city limits issue and if he wants to stay in the city he will increase the slums.
This is one of the information that shocked me while surfing Wikipedia. Take a look at the city limits of our sister cities in Maharashtra!!
Kolhapur has city area of only 66.82 km2

 Nashik-264.23 km2
Aurangbad-300 km2
Solapur-148.86 km2
Nanded-75.50 km2
Amravati-270 km2

More the city limits more the revenue generated to KMC and more the facilities provided by government. If the city limits increase than the population growth will be significant and also many facilities like JNNURM provided by the central government will reach Kolhapur and some good infrastructure development and city bus transmit will take place as in pune.

Jawaharlal Nehru National Urban Renewal Mission (JnNURM) is a massive city-modernisation scheme launched by the Government of India under Ministry of urban development. The below shown pics are some works by jnnurm in pune.
