Kolhapur Skyline Ready To Change!!

  Considering the rise in population and the city limits issue the Maharashtra state government has finally sanctioned the construction of "11 stored" high rise buildings in Kolhapur city. The decision taken by Shri Prithviraj Chavan has been welcomed by CREDAI Kolhapur. Height restriction has been increased from the prior 21 meters to 35 meters.This will not only change the existing skyline of Kolhapur but also will help in reducing the existing flat rates. Such floor rise permission is granted to Kolhapur after Pune and Nashik
   Such high rise towers must be provided with additional mandatory norms and features such as multiple lifts, two staircases (one regular & other emergency), waste water management, 15% of flat area reserved for balcony, special permission from the fire brigade for the floor rise and a minimum of 20,000sq ft (half acre) plot area with a 40ft road approach.

Eco-friendly Housing!!


Off recently people are more conscious about the environment. Builders are planning to go green with eco friendly homes and the recent data suggests that potential home-buyers will spend the extra money up front to enjoy years of lower energy bills. Solution for Expensive Housing in India

     Housing is very expensive mainly for three reasons. The land cost in India is very high. We need to go through the reasons why the land cost is very high.
Secondly, construction cost is also high. It’s not as high as compared to other parts in the world, but thzt is also because the quality of construction overseas is a lot better. Quality in Indi has been improving lately, but not to the level where the costs can be justified.
Third, is the cost and time involved in getting sanctions from the government, and the amount which the developer and the architect have to spend for speeding up the work.

      Why land cost is very high? It is because the return on FSI [floor space index, a ratio which determines how much floor space you can have as a proportion of the land area] is low . If you look at Dubai, Hong Kong and other countries, FSI starts from 4 and goes up to 20 – in some countries it remains unrestricted. So FSI should be increased, so the cost of the flat or commercial areas can come down.In Kolhapur city  the FSI ranges from 0.8 to 1.5 depending on the type of property and location of use and can by increased by some value by paying money for the transfer of development (TDR) with a floor limit restriction of  11 floors only.
Then there are many restricted areas, land which is in possession of MHADA [Maharashtra Housing & Area Development Authority]  that should be opened up in a proper way. SRA [Slum Rehabilitation Authority] schemes should be developed in a proper way whereby the benefit goes to the occupants, the government , to the land owners,to the flat purchasers, and also to developers or builders.
     Then there is the construction cost factor. The government can reduce taxes and the restrictions on cement and steel. That will reduce construction costs.     And lastly, there is an interest cost for the time taken in getting all of the sanctions of the projects, which ultimately is passed on to flat or office purchasers. If that the procedures are shortened, then the cost will reduce, and ultimately it will bring the prices down.

Affordable Housing : Need of the day!!

   When real estate developer Xrbia recently launched a 170-acre housing project in Hinjwadi, a suburb on the outskirts of Pune, all the 3,400 apartment units were sold within a week. I was shocked, because in such a period of real estate recession where a scheme of about 60 flats takes time to sell out a 170 acre township of about 3,400 flats got completely sold out within a weeks time. Whats unique about Xrbia Pune?? Is it the location (Hinjewadi IT-Park) or is it the architect Hafeez Contracter's trademark.But when I glimpsed on the apartment prices, all the above reasons became secondary.The biggest unit in this apartment complex was 550 square feet and the smallest was close to 250 square feet. The units were priced at Rs. 22 lakh and Rs. 9 lakh respectively.
    Now speaking about Kolhapur, there are hardly any apartments for the lower income group ie the people who earn about 5 to 15 thousand per month, you pay almost about 16lakhs for a 1BHK within city limits & about more than 30 lakhs for 2BHK's excluding the vat,service tax and maintenance charges & other issue is that many developers target only on 2 & 3BHK's . According to survey there is a urban housing shortage of about 18.78 million in India and this is mainly due to the lower income group which remains unattended. Projects like Xrbia should take place which provide affordable housing with excellent amenities.

Reliance Mall Kolhapur!!!

From an old central bus stand to a kandha-batata market and now finally a MALL,the prime property on Subhash road has seen many phases, anyhow kolhapurkars are finally getting a 'proper' mall. I emphasized on the word proper because the word MALL has been used many a times for many places in the city which unfortunately are not even close of calling a mall. Township FSI hiked to boost economic hub

To encourage creation of new economic hubs, the state government has decided to make it mandatory for township projects to set aside up to one-fourth of the land for economic activity.
Chief minister Prithviraj Chavan recently approved a fresh policy for special township projects, which contains this provision of setting setting aside land for economic activity.
Special township projects are those where a developer is permitted to set up a township along with all necessary infrastructure and amenities in a composite plot spread across 40 hectares (around 100 acres).
The idea is to create employment opportunities for citizens near their residences, an official said. Besides improving the quality of life of citizens, the move will also enable decongestion of developed economic centers like Mumbai, the official added.
The government has categorized businesses centered around education, hospitality, healthcare, and entertainment, among other activities as economic activity. Townships spread across 40-100 hectares will have to set aside 15% of its area for such activity, those over 100-200 hectares will have to reserve 20% and those above 200 hectares 25%, a source said. Meanwhile, the fresh policy also aims at redesigning the skyline of townships by raising the floor space index (FSI). Depending on the size of the plot and its location, an FSI of 1.3-1.7 will be provided under the new policy. The same benefit ranged between 0.2 and 1 previously.
While allegations that the policy was being designed to benefit a couple of major developers who are developing townships in MMR, Chavan denied it. Claiming that the policy was aimed at promoting planned development, Chavan said that his government had studied existing policies implemented in Gujarat, AP, Haryana, and Uttar Pradesh before taking a decision.
For developable areas in the MMR, the FSI available will range from 1.5 to 1.7. A maximum FSI of 1 was previously provided. It will be 1.5 for townships spread across 40-100 hectares (100 to 247 acres), 1.6 for 100-200 hectares and 1.7 for townships above 200 hectares.
Chavan however said that the government has imposed a fresh condition requiring developers to build small-sized house for economically weaker sections and low income groups on 20% area of the plot. To be handed over to Mhada after being constructed, Chavan said that these would boost affordable housing stock. The government will charge premium at ready reckoner value for the additional incentive FSI (excluding one used for public housing).
A state-appointed panel had recommended the hike in FSI to incentivize township projects arguing that the existing policies had failed to elicit desired response from developers. The panel also recommended doing away with multiple policies for townships. Chavan said that the government has accepted the panel's report. While different incentives were provided to urbanizable areas within and outside municipal limits, this has been withdrawn in the new regime.
No township will be permitted in ecologically sensitive zones. But, the government has hiked FSI for development of other 'green' zones existing alongside transport corridors. Existing townships where 20% area is yet to be developed could also avail the new policy, sources said. A notification will be issued this week. "We will invite suggestions and objections from the public," said Chavan. The FSI incentive for such projects was last hiked in 2008.

Special Townships a need for Kolhapur city..

The city limits issue and the affordable housing scarcity in Kolhapur city can be resolved by developing mega-township projects under the special townships policy act of the Maharashtra government. According to the act a special township must have minimum of 100acres area, they should provide basic infrastructure like roads,street lighting,water supply,power supply,waste water treatment, at least 20% of the total area as Park/Garden/Playground and other public amenities like schools,hospitals,cemetery/cremation ground, bus station, fire brigade station, garbage disposal systems, police station, bus station and other public utilities as per development & should be managed and maintained by the developers.In short a private and better management  compared to the Municipal corporation management and hence reducing the load on the Maharashtra government and the local corporation (KMC). The developers are given many concessions according to the policy,some of them are stated below
SPECIAL Township Policy - concessions given to the developer:

The Government of India has announced its policy to permit 100% foreign direct investment (FDI) for the development of integrated townships. In order to encourage private investment in the housing sector and to facilitate housing at affordable prices, the following incentives will be available for projects under the Special Township Area:
i) Non-agriculture permission will be automatic.
ii) Exemption from Urban Land (Ceiling and Regulation) Act, 1976.
iii) Government land falling under township area shall be leased out to the developer at the current market rate.
iv) The condition that only agriculturist will be eligible to buy agriculture land shall not be applicable in Special Township Areas.
v) There shall be no ceiling limit for holding agriculture land to be purchased by the owner/developer for such project.
vi) There will be floating FSI in the township. Unused FSI of one plot can be used anywhere in the whole township.
vii) The stamp duty rates applicable in the Special Township area shall be 50% of prevailing rates.
viii) A Special Township Project shall be partially exempted from payment of scrutiny fee for processing the development proposal.
ix) 50% concession in payment of development charge.
x) Development of basic infrastructure and amenities.
